According to the stat weights intellect=1, yes.

I don't know the exact math, but the four set (even after the 10% nerf in 4.3) is awesome.

I am not sure if Kilee's PP value was adjusted for the nerf they did to the T12 4pc, I think it was... but that should probably be double checked.
