Better for what purpose? Gaming? Do you intend to overclock?

I'd say for gaming, option 2. But with heavy overclocking and multi-threaded application use in mind, option A is fairly attractive. For WoW, I'd definately pick option A though.

And yes, both the listed GPUs will handle WoW just fine. The 6870 would be my recommendation if you play other games, but the 6850 is enough for WoW only.

For a ~550 budget I'd go for something like this:
    Budget Gaming 550
    MoBo: ASRock H67M (B3)$79.99
    CPU: Intel i3 2100$124.99
    RAM: G.Skill 1333MHz 2x2GB$24.99
    GPU: HIS Radeon 6850$144.99
    HDD: Seagate Barracuda 500GB$84.99
    PSU: Enermax NAXN 450W$39.99
    Case: Cooler Master Elite 335$49.99
    --------------------------------------------------
    Estimated Total Price – $550

    Recommended for:
Budget gaming build that can tackle most
newer games. Enough if you only play World
    of Warcraft.
Drop out any components that you will be able to reuse (e.g. case or HDD) and upgrade the CPU to an i5 2310. You could potentially downgrade the GPU to a 6770 if you only play WoW to make leeway for a stronger CPU.
