3GS to 4GS. I have a mobile authenticator on the 3GS. Can I simply just remove the authenticator (through battlenet), then download the app again on the new phone and re-add a new authenticator?

Yep, that's what I did. Make sure you remove it from the account before you get rid of that 3G phone though! Otherwise you'll be in for a customer service call...
