That too, and the extra 100 gold they now have to spend on another TP (Granted, it's not a lot, but for supports it can get frustrating). And even then, once he gets a skull basher, chances are you're not just gonna be able to TP away, and you just wasted a TP trying to get away just to get stunned and die.

Ban people who get reported too much for X or Y from ranked permanently, instead of giving them 2 low priority games they can AFK through in 15 minutes on SEA servers.
Also lol @ people thinking a hero who can break the movespeed cap is countered by a TP scroll. You literally cannot escape him even with a haste rune, he doesn't need his ult to win. Being countered by a TP scroll was true of Bloodseeker maybe 2 years and 3 patches ago.

Unlikely, there are millions of reports going on everyday, how many people would you have to put on this useless task?
Changing your IP is a child's thing and a lot of people play from internet points would you ban them too?
Permanent ban in a free game is useless, since you can make another account.
if you have to tp away you were likely already out of position vs a BS.
Don't be so sure. We're talking about ranked matches specifically. They take level 13, which is...like 130 hours of game time played? No way to speed it up unless they add boosters back (they won't). Ban someone from ranked, he can't just make a new account. Not only will all his cosmetics be on his old account (and Valve is slowly making them all untradeable), he will have to grind for literally weeks to be able to plague ranked again.
I have no idea how you'd go about enforcing something like this. If you leave it in the hands of the players its going to get abused maliciously. Your Team Captain didn't pick all the FOTM Heroes? He's not playing seriously and should be banned! Someone didn't call missing? He's not playing seriously and should be banned! Your carry doesn't have 1200 GPM? Not playing seriously and, well... You get the idea.
Designing an automatic system that tells you just how serious people are playing is pretty much impossible. What metrics are you going to use to measure someones "seriousness"? Their APM? Are you going to force anyone who wants to play Ranked to be hooked up to medical machines that measure their stress levels, heart rate and such? Do you need to record how hard they're bashing their mouse?
Completely true, but at the very least it gets them out of the way for a while, which is a start at least. IP bans sound great in theory, but in practice its easy to get a new IP and you could end up with innocent players getting a previously banned IP, thats before you even get into problems with Cafes and such. Removing people from the system entirely is much tricker and short of taking legal action against them theres almost nothing Valve can do to prevent these kinds of people from playing Ranked.
If people have to play 300 games, just to get banned a few games later, do you really think they'll keep it up forever as a great, epic hobby?
And, even if they did, do you not think their impact on the community would decrease drastically, given that they now spend literally 99% of their time playing unranked, trying to level up their new account?
