its pax event soon and they said they are giving out a special skin. are you only able to get it if your attending the event or are we able to buy the skin in the store when the event is?

It's just the ones they have previously given away at PAX, unless they are being really sneaky and hiding a new one. PAX Sivir and Riot K9 Nasus. You can only get them if you go to the event, or someone who went gives it to you.
