chi cocoon can be cast on either a friendly or enemy target, so yes.

This sounds like it could be fun in pvp. Priest/monk team, priest mcs their healer, monk cocoons the other player, mcd healer heals their cocooned team member while opposing monk also rages all over the cocooned person
