Heroic Scalpel, or Normal Rathrak?

So I have these 2 daggers (Before you say get Vagaries, it never drops).

Are the stats on the heroic dagger better than the AoE effect on Rathrak? Help appreciated.

The proc cooldown is really short, so you could just do a well timed swap to Rath 10-15 sec before adds. Power torrent is not affected.

I do this for healing with Maw macroed to Inner Fire for AoE heals
