Yes it does. Doesn't really matter if it's an expansion or brand new game, holding a race to a more expensive version of the game makes zero sense. I brought up Rift and SL souls because it's similar, it was not meant to mean a direct link between the two. It's called an analogy for a reason. In Rift's case it does make sense, because those are SPECS, not a damn race. Let's say they make a new WoW race called....I have no clue, Wodarian (just a name with WoD in the name lol) and made it exclusive to the digital deluxe/CE only, that would be beyond ridiculous.
For those complaining about the Imperial race exclusivity, consider what you already get with the basic game, without even pre-ordering:
- Any race can be any class, that's more than you can say for WoW
- Any character can benefit from using any weapon or armor type, again more than you can say for WoW
- Any class can perform any role, yet again much more than you can say for WoW
So with all of the restrictions we're accustomed to in WoW being non-existent in ESO, there needs to be some kind of exclusivity in place to keep things interesting. I'll also point out that racial traits in ESO aren't even as drastic as racials in WoW.
No just No. There is already other things that is exclusive to the Imperial edition.
A race should not be tied behind a higher cost of the game in ANY mmo. The only time its ok to put a Race behind a paywall is if its a f2p MMO or its a Xpac.
Also lets not compare it to wow. ESO and WoW are two different games ran by two different companys and even WoW has not tied a race to a paywall like that.

I still think saying you have to pay twenty extra bucks to play a race is stupid. Having a different design philosophy with your classes and roles doesn't change that. The ability to preorder and play any race on any faction is also BS to me. I don't care about the exclusive horse or armor, but exclusive RACES? That's a bit much. Even WoW hasn't gone beyond mounts, pets and silly helmets with their preorder bonuses and in game store.
No, there really shouldn't be any exclusivity when you pay for a game and forced to pay for it monthly. That's just trying to justify their idiotic decisions. I'm okay with pets and mounts for CE, but wtf - a whole race? That's gameplay they're cutting out. Potential story diversion, different racials etc. There's no way you can justify doing that, especially with the payment method they chose.
What they're trying to do is basically milk out as much money as possible before turning the game f2p. Cant blame them really, but it still sucks.
Hiding a race behind a special edition is not exactly honest business. Especially when it's so expensive.

IMO they should just make Imperials a neutral race, that way a core TES race isn't made un playable and without having to pay for it.
the *specs* in rift are more akin to classes in other games but like i said i saw your point was simply pointing that out, no need to derail further though.
I do agree a race locked to CE is a very poor choice, they would of been better off picking some other sort of vanity item like a title or some such or simply the other stuff in the CE
