You do not need open ports to connect anywhere. When you "connect to a server" thats outcoming connection. They are usually not blocked by firewall or router. On the other hand you need open ports when you are hosting server. When others wants to connect to you. That is incoming connection and they are usually blocked becouse they can be dangerous.
And before you tinker with antivirus, chceck your router. Type 192.168.1.1 in your browser (as you would like to open that webpage) and that will (at least with most of them) allow you to connect to it. Try to find NAT (network adress translation) and you can open ports here. All routers are different so i can't help you much further.
If this doesn't work and you are sure you want to open this port I can't help you with norton becouse i use Eset and that's different too.
