Does anyone know if it's possible in the default UI or with an add-on?

default does show the cast bar on the nameplate of enemy targets but it is sometimes buggy. check out Tidy plates if you want an exceptional nameplate addon.

I use an addon called TCB (target cast bar)
It is a configurable cast bar which you can color code and resize etc. I do not know of any way to get the nameplates to function as cast bars.
Karuulalert also contains a component called NPsee that shows the hp bars and cast bars of all currently engaged targets.

It's currently on the PTS and will be coming with 1.9, maybe in 2 weeks from today? (the 27th)....unless Trion spring it on us next week, the 20th
