wizard illusionist bugged or nerfed

after the patch i noticed that illusionist not work anymore propely it don't reset the cd of mirror image / teleport is did they have nerfed it or is just a big?

It only resets when 15% dmg taken.
Sincet he Patch i noticed that sometimes monsters hits me for less then that but fast and often so you get hit and hit and hit but as long as its only do 14% dmg illusionist wont activate.

This is one of the few reasons I find certain places in act1 harder than stuff that comes later. Good example is like those tiny little spiders. Even when they are elite, they usually don't proc new teleports. THey got fast attack speed and you can't run from them. Good thing is that they can usually be just nuked down.
