Yeah.
I have a separate mod manager for the fallout games and one for skyrim.
The one I use for skyrim did a rescan and added crap to my NV files making the other manager not work properly.

I've been trying to install this plug-in for gimp called Liquid Rescale but it isn't working, and i've been trying for the last hour and a half at least.

Are you sure you haven't installed it fine, but just can't properly find where it is on the menu?

The problem is, when ever i go to install it it says "you must have gimp installed, you do not have gimp installed, please install gimp, if you do have gimp installed just manually find the directory" or something. the thing is, i have gimp installed and everything, and when i do all the fancy stuff, get it all working and everything, IT STILL DOESN'T WORK. That's why I give up, i've tried it like 8 times so far. >_<

It's the standard file extension for vectors. Saves the image as shapes instead of pixels so that you can zoom in as much as you want without it looking blurry.
It stands for Scalable Vector Graphics.
