With CGI and a good makeup artist a lot of things can be changed about an appearance so that someone is hardly even recognizable. But what's the point in paying someone obscene amounts of money, and then paying costume artists and CGI techs obscene amounts of money, when they can get someone who looks more the part and probably commands a less demanding salary and pay the costume guys less to begin with because they have less to compensate for?
TL;DR it's just good business sense to get someone who looks the part innately, than to spend more on big stars and spend even MORE making them look the part.
