I have absolutely no idea about three quarters of DotA 2's current heroes so I've never even heard of the ones that aren't in yet.

Yeah, he's not in the game yet. Chances are Valve and Icefrog are merely implementing the ones that are more balanced and easy to implement first (Invoker was an exception because everyone loved him) before moving onto the rest.
