This location is only for the Horde PvP vendors.

The Alliance PvP vendors are further south along the wall in Serpent's Spine in a tower near an Alliance FP there.

Alliance vendors are on the top 'tower' in Valley of the Four winds

If you look at the map, on the top 'tower' on the wall, they are in there.
