Right click on an open spot on your desktop, click "Personalize", "Windows Color" changes the task bar transparency and color, "Desktop Background" changes the wallpaper. I really have no idea if that will help, but that's what I would look at first.

Tried all that already. Everything is the same. I wasn't doing anything at the time when it happened so not sure what caused it. Only other thing I've noticed wrong is when I hover over icons on my task bar I no longer get the pop-up preview thing that windows 7 does. I just get a list of names of the applications. Also, Misfits is a british drama-type show about a bunch of kids that get super powers. Highly recommend watching it if you haven't seen it.

You could also go into the task manager, click "Processes", right click "explorer.exe" and end program, then click on "Applications" then start a new task called "explorer.exe." That's the reload ui of Windows, sometimes that can fix the problems without forcing you to restart.
