Pingzapper Tunneling program allowed?

Hi everyone, at the moment i use a program called Pingzapper, it used to be known as WoWTunnels, I live in australia and the ms i would get before using it would be at best around 280-300. I enjoy pvp alot and using this i get around 200 ms which really helps, anyway onto the question, are these types of tunneling programs allowed by blizzard? Are they against the ToS?
