I don't mean to be all "WHY DO YOU CARE ABOUT A BAD SKIN IDIOT FUCK YOU", but, Tristana is only like 1350 IP and the Riot Girl Tristana skin is really, really bad.

You should just buy her and forget about the skin if you'd really like her, since it can take a week or more sometimes to get any customer support stuff through with Riot.

I never saw anything from Riot saying otherwise. It never used to send you to that woobox site though. Your best bet is to contact Riot Support and ask what's going on.
