Go into one of the cities and you should be able to create.

Guild creation I'm not sure, but people cannot join guilds at the moment.

ive found that it eventually happens when you click join but takes quite a while to register.
my problem is that iam the guild lead and my guild members can see me in the guild but my guild UI isnt working. I cant see my guild :<

Striking out on that as well. I just can't seem to make it, NOTHING happens when I click "Create Guild" once I've picked the name and tag. Originally Posted by MKing
