When drivers are released, how much will it affect the performance?

pretty simple question. As topic says. Since I have AMD cards ill take it as an example.

12.8 drivers are the newest ones, but no new profiles has yet been released, which means that CF support is bad.
But is it drivers, or arenanet that has to fix this issue with these huge fps drops all the time + which of them will give us better fps as we expect to have with out systems?
