Why was Holy Shock not baseline?

With the Glyph of Harsh Words, WoG can be used to heal or attack. Does this strike anyone as a little odd, since during the Cata initial planning, paladins were possibly gaining Holy Shock as a baseline skill?

It seems to me that having Holy Shock as a baseline skill, and having The Art of War reset its cooldown, thus negating the need for Exorcism, would have made more sense.

I like my Exorcism. Leave Exorcism alone! No need to double up the spell.

Glyph of Harsh words makes us choose the glyph, not a given. So we have to choose utility/benefits one way or the other.
