Weapon embues

Did blizz nerf weapon imbue damage with the patch? I'm asking because pre-patch wind fury and ft was mid to near top dmg done now they are showing up near the bottom.

Sorry if it's been posted else where I didn't see anything about it.

If I understand correctly they moved away from passive damage and more toward active damage, what that consisted of I have no idea but one of those changes prolly was imbues
