It's dragonwrath. the most common legendary in the game. literally everyone and their mother has it. I didn't pick one up purely for that reason (and that I like to transmog staffs).

That's the one - I just vendored it in beta, but couldn't remember if it was any good. Evidently not.

You will probably replace it around 88+. You also have to remember every level past 85 the proc rate decreases. I forget by how much, but it was enough to make sure it wasn't still BiS at 90.

I did simcraft tests a few months back, and from what I saw virtually any weapon @lvl 90 will replace it, maybe even 88-89.

You will replace it with any item once you hit lvl 90. Before 90 no.

If its anything like beta it just can't proc in anything but the open world once you hit 90(who knows if it will stay like that)

Either way the staff is still quite a big part of your dps even at lvl 89 because it directly copies the dmg of said spell...even if it procs less it still is around the same dps increase and thats why it doesn't proc at lvl 90 in dungeons and raids and arenas and bgs, but as I said that was beta so we don't know for sure.
