It's an ampersand, so amp is the abbreviation for it.

Yeah, if you're actually changing the url you might as well just use the word 'and" if you can't use the symbol. The only way it really makes sense to abbreviate the name of the symbol is if the url has an ampersand that you can't post and you have a character limit, but since I don't think that's the case here using that abbreviation is pretty silly.

Then again, our culture seems to be moving towards abbreviations/initialisms/acronyms, so it isn't all that surprising that doing this kind of thing is becoming normal.

Hmm, thinking about it again, my guess is that they have it the way they do because you could also have the word "and" in a thread title, so they need a way to differentiate between the two, and they probably abbreviate it to make it a bit less bulky. Still silly, but I can see why they went with the choice they did.

The reason is the URL uses modified HTML replacement coding for special characters.

In HTML:
" = &quot;
& = &amp;
< = &lt;
> = &rt;
[space] = &nbsp;
Etc...

In a URL, the & and ; are dropped off since they have command uses.
