I'm not familiar with MTG (I tried it once, it felt really slow), but logic would dictate that you beat them before 20 turns are up.

Final countdown goes to the grave as soon as it's played. So destroying it wouldn't really do anything unless you had a trap ready to go as soon as it was played, which you may have at the time but sometimes you just dont. Of course he had a mystical space typhoon (not sure if he had a heavy storm) but he probably didn't have it at the time.

If they have to give 2000 life for that when it's played, and someone wins with it, I think the punishment for losing would be to steal all the loser's cards, because apparently they don't deserve to play.
