    You can actually use chemicals in the air to make clouds form much earlier than they naturally would, this means there would be less water vapour to create clouds naturally where they would normally happen. If a neighbouring country did this then the next country over might have a few less clouds but let's be realistic, you can't really use it as a weapon and it wouldn't be effective either! "Oh look, Iran! We've just stole one of the three clouds you get every month!"

    Maybe you can't destroy them. But you can, in theory, disperse them with bursts of air. However, even if someone managed to do that, it would probably be highly unpredictable due to the wind.

    Well it pretty much is. Droughts mean bad harvest and bad harvest, in turn, means hunger. That's not taking drinkable water into consideration, which is far more important and scarce. The opposite would be fairly destructive, too. Major floods are capable of destroying houses and also ruin the harvest and what not.
    Rain is something people underestimate a lot. Just because they have plenty of it. But parts of each country that rely on rain suffer greatly during summers.

    Yes you can. You load rockets with some substance whose name I forgat and then send them to the clouds, and said substance helps disperse them over a larger area so there's less chance of rain. Similar, you can send rockets when small clouds are there with another substance to encourage the clouds to "gather up" and form a bigger rain cloud. These things are mostly used in agriculture of the most developed countries in case of drought or extreme floods though as some of the substances used are somewhat toxic (debatable) and they kind of fall down back to earth with the rain or dust.
