Mistweaver monks and Herbalism- Bug?

Have any other Mistweaver Monk herbalists noticed that they are not Water Spirit (essentially a free mana pot gathered from herbing)? Or have I had just really bad luck?

Is there some sort of mechanic where mana users get one type of item, non-mana users another? If yes, it could be a 'bug' since by default all Monks use energy; it's only when switching stance do you get mana.

If there is no mechanic like this, then I can't imagine why or how it could be bugged.
