Heya. I didn't look super hard for an existing thread so don't euthanize me too hard if there's been on recently.
Anyhow, I hear you're able to buy older questing rewards from NPCs in the zone after you move on to the next. Here's the case. Ive been tanking on my warrior but would like a decent set of DPS crap to have for whatever. I have NONE atm, so I'd like to find one of these NPCs. Someone mind pointing me in the direction of the highest iLvl quest reward vendor.

look for an "adventuring gear" merchant.
I'm pretty sure it's MoP zones only, but it allows you to buy a full set of green gear for different specs.
