Why are we unable to queue for new people in scenario's

Or even votekick afk'ers, if someone leaves your only option is starting over, this may not seem like a big deal because they are short, but I've been trying to get the achievement Binan Village All-star all week without seeing the Krasarang Wild Brew even once, today I finally get it, and the 2 other people just straight up leave, I can't invite guildies to help me, I can't queue for other people, my only option is to leave and try again and lo and behold, it's Fireworks again....

I know I've been queuing with a friend and we're capable of 2 manning it. It might be worth having at least one person with you that you know is competent and won't leave just because "that guy left."
