its a buff that means long as you rest up in an inn for a night, your be leveling to max level quicker.
Not really that great a racial once you get to max level.#boycottchina

You don't accrue rested any quicker (the Guild Perk 'Time Off' means you will though), but the amount of rested takes longer to go down than a non-Pandaren.
