    What does this mean??

    Those are now using the real procs-per-minute instead of the usual ICD. It is detailed here:

    it takes the RNG out somewhat, with the old system there was an ICD and a proc chance so you could end up with less procs than intended, but with the real PPM, you will always get a set number of procs every minuet, it totally takes the RNG factor out.

    Optimist: It makes trinkets and enchants more dependable.

    Realist: I use on-use trinkets to stack cooldowns so half of this topic doesn't apply to me anyway.
