I've been camping since 8:30PM server time and it still didn't start. It's now 10:11PM.

I've read everywhere that it starts 9PM. Does anyone know whats the holdup?

Starts at 11:00 PM server time, ends at 11:20 PM server time.

Attend at either 10:59, or 11:19 to be in time for the achievement.

EDIT: On Sunday, as I'm sure you're aware.

Usually it starts at 9 pm and at 11 pm every sunday.
I visited it last week at 9 pm so it seems to be a bug it it didn´t set up on your server.
