Avatar rage issue

hi!
i notice as a warrior protection pve i notice that avatar 30% rage buff doesnt work i tried using normal hits that give 1 rage per hit and even the revenge skill i see 15 rage per hit so the 30% rage bonus as a tank doesn't work in my feeling and i use shield slam to and same is there when having avatar active i dont get rage at all only the basic rage like 20 from shield slam. is it just my feeling or is it any others that have same issue on avatar??, because 30% should atleast be more then the basic rage gaining from avatar.
