Yes and no, the buff wont actually do anything, except bring more attention from mods making the buff way to big (even if the buff is just +1). So... as usually the issue isn't the balance but the lack of attention from the mods.

Well, if I do it it's because the person above me put the wrong number and I assume that he/she will add/subtract another number. Other than that, I don't do it anymore.
