Its not that they were banned within the past ten years. There was a law passed in 1938 that bans putting foreign non-food substances in food because of the risk it posed back then. Anymore the FDA(Food/Drug Admin) just uses the law as a 'choking hazard prevention'. Or as I like to call it, the Anti-Darwin law

So many old useless laws.
Or well, maybe not useless. I wouldn't say just putting anything inedible in food is good. But with toys as big as in the Kinder Eggs it shouldn't be a problem. US certainly isn't the only country with old laws/regulations that need to be revised for current times.
