I wouldn't put it past us to try. Dominoes puts 'Open Box before eating Pizza' on the outside of their pizza boxes. In December, some folks tried to get a petition through to allow Kinder Eggs but it flopped and yesterday they introduced these knockoff eggs.

Or well, maybe not useless. I wouldn't say just putting anything inedible in food is good. But with toys as big as in the Kinder Eggs it shouldn't be a problem. US certainly isn't the only country with old laws/regulations that need to be revised for current times.
