    Mainhand weapon kits are Chapter 1 rewards, all other kits random drops afaik. Both are bind on account.

    yea at 200 a pop for some very not worth it gear at those lvls.

    No argument from me. Just telling about the option. They could have done something cool in the vein of WoW's scaling gear with the Legacy stuff. Alas they did not and choose to implement some very boggling gear for level 14 and 33.

    The gear is better than average for the level. Level 15 pants were almost as good as level 30 drops. But I agree, the stuff is hard to get and not really worth it unless you are swimming in it.
