Yes and no. The vikings "stopped" the Romans, but Rome had plenty of other reasons for stopping.
A) There was no known stockpile of crucial resources in the north, so they felt no pressing need to push there.
B) Politically, the constant wars of, oh, the entirety of Roman history, had started to cause some unrest at home. Wars be expensive, yo.
C) Vikings were legitimately insane. They were scary motherfuckers. Hard to maintain morale when some crazy fucker with a 6 foot sword wearing nothing but a bear skin is charging at your lines.
