In the UK, it seems that this is usually cheaper than the Standard Edition. Can the pre-purchase version still be used after launch / why is it cheaper?

It's sold on Amazon and eBay. I just picked it up a few hours ago via the GW2 site since I get the free upgrade to Deluxe.
Can I actually play with US players?

Yup, when you select what world you want to play on it will auto default to both US and EU servers. You can select just US or EU too.
