LF arcane tempest targeting macro

I'm looking for a macro that will target and apply arcane tempest. As well I want it to only apply it to targets that do not currently have my arcane tempest buff.

Not possible - a macro cannot make that sort of decision. Neither can an addon. They're not allowed to "know" what buffs (or debuffs) that your target (or you) has on them.
