Arc: Replace for two piece?

Should I replace my current chest piece: http://www.wowhead.com/item=85990

I currently only have tier gloves.

Thought it would be a no-brainer considering it would give you your 2 piece but hey maybe 2pc arcane is rubbish.

Maybe go try it on a dummy with each chest????

The 2 piece is pretty significant for arcane. That combined with the haste on the tier chest would make it worth replacing.
