Players on the PTR can teleport to the Isle of the Thunder King at their faction shrines in the Vale of Eternal Blossoms.

The Isle for the Raid/Faction is not open. Look at your map is the island on top of Townlong. You die when you try to fly there so it means its just not open yet.

Infact its kinda funny, you fall into the dephs of the South Seas, literally lol.

Yeah, I've been there using the Farsight spell by Shamans. Saw nothing.

The Isle of the Thunder King is able to be explored in an instanced scenario form. This is the location for the new 5.2 raid, new quest hubs featuring the Kirin Tor Offensive and Sunreaver Onslaught, a new world boss, a Lightning Forge used to craft unobtainable weapons, and a Shipyard, Main Courtyard, and Treasure Room.

You can access parts of the island with farsight. Parts that don't have fog. You just have to do it right.

The portal is near the other city portals in your factions part of eternal blossom

but it is not working atm

Yeah, no. There are buildings and objects on that island that don't even slightly look like the one's on the Isle of Thunder. How do I know? Because I'm on the Isle of Thunder right now and the architecture looks nothing like it did on that island.

Infact, I can confirm that is the island where the new content will be placed. They just put a bunch of placeholder models/objects in there. For example, the exact copy of Mogushan Palace is on the non-instanced island north of Townlong.
