I want to know more about this but all I could find out was use nether tempest to multi dot and stack haste. Now this means no almighty frost bomb. How does this method work?

You spam Nether Tempest on the opposing team (avoiding the CC target if possible), and with high amounts of Haste this equates to many more FFB coming out than with Frost Bomb since each tick can proc Brain Freeze as opposed to just the explosion.

Heaps of burst power is missing though. Do a lot of people play this is it popular?

It's safer since it doesn't open your Frost school to lockout by casting Frost Bomb. The burst is actually near identical over the course of a fight, you just have less control over it since the proc rate isn't 100%.
