PVP hit Rating vs racial Quickness

Hi,

As a hunter I know the PVP Hit and Expertise rating are both 3%.
I was wondering if I play against night elves, do I need to cap myself at 5% because of their extra dodge from Quickness Racial? or it doesn't matter.

The question is: Do you want to sacrfice the other stats just to get capped for NE's?

As far as I know, yes you need to cap more against NE, but I highly doubt it'll be worth it when considering they only constitute (rough estimate!) 1/7 of the alliance.
You'd have to ask yourself: Do I meet surprisingly many NE? Do I want to sacrifice the damage done to other races just to be able to hit NE all the time? Does the 2% even matter, as would that 1 game I lost due to my attack missed against the NE be enough?
