Get into your game and look in your bag, you should (hopefully close) see something called a Pal Pad in your Key Items slots. Use it and the rest should be pretty easy to notice from that point on.

By the reactions of the other Firefighters, in conjunction with the fact this exact moment was caught on camera, I would wager it really happened. They probably set that house on fire on purpose, to practice putting out a fire. They had a camera set up be it for news or recap after they were done. But something went awry.

I forgot what those bursts of fire are called, but they can and should be expected by any firefighter, as they are extremely dangerous.
They can happen when e.g. the front door to a burning house is opened for the first time and it'll pretty much melt your face or something. :P
