5% encounter rate, and then 5% catch rate. It's annoying ._.
An easy way to go about it would be to put a level 17-19 pokemon in the front and use repels until you encounter an eevee! That's what I did! :3

hehe i'm loving my Lucario he is steam rolling over most things i run into.

As someone who has a level 94 lucario and raised it since a level 7 riolu. . . . keep it, level it, make it your main pokemon, and it will crush all. Also, teach it ice punch once you get the chance, it helps BIG TIME until the elite four (at which point, I just replaced ice punch with shadow claw, so my lucario wasn't worthless vs those damn elite four people :3)
