Yeah, it's because the hack that they are using is freezing their HP, not making them immortal.

So they still take lethal damage if they fall. It's fun to kick 'em off ledges sometimes, though usually they match their unending life with Power Within and a dagger and hits you for 500 damage in a light attack without you having anything to say.

Yea, pretty much. I've seen a lot of PvP videos against hackers. You always hit the for like, 64,500 damage, and that's how you know.
