Are all servers severely imbalanced?

Was just talking in guild with people that also used to play on other servers about how much fun the old Hillsbrad battles were and also invading Goldshire or the X-roads. But I swear every server is either like Blackrock, Malganis,Illidan, and Area 52 and 99% Horde or like KT, Darkspear, Stormrage, and Sargeras and are 99% alliance. Is there such thing as a balanced server? I just spent 3 hours fishing in Org and never even saw a single Horde player.
