Cheapest windows 8

Hey, I've got question about the new windows 8.

There are a lot of versions out there upgrade, OEM, VUP, PUP.

In the past the regular OEM version could be only bought with new motherboard, CPU, ram, hdd etc. My friend told me that with the new OS Windows 8 I can buy OEM version without needing to buy the HW parts, and than just activate it with my computer at home.

Is it true or not? Im kinda confused with all the versions etc.

Im student and I would like to get cheapest windows 8 I can via ISIC card whats the cheapest solution for me?

And I cant buy upgrade because I dont have any other windows.
