Cheapest 300-400w PSU

I'm looking for a PSU to replace my current one on an older system I'm going to be selling (as well as a few other systems I'll be refurbishing)

I'm basically looking for something in the 300-400 range, as cheap as possible, without being a janky brand that might explode. I don't need any frills. A PCI-E connector would be nice, but 4+ 4pin Molex will work in a pinch as well. Right now I'm opting for the Antec VP-450 however if I can hit the $20 mark I'd be much happier.

Rosewill 350w ($26) is an option too, if people don't hate it.
