About the 5.2 PTR

I noticed there are premades available for it supposedly, but nothing that I can access through account management (my PTR is MoP like everything else).

Is this done in-game? Like, you create a character and its automatically made level 90? Seen this before I think.

Yes the premades are in game now. There is a character creation button to the bottom left of the character select screen and you can make whatever you like.
